Infant & Toddler Connection of the Alleghany-Highlands, Alleghany Highlands Community Services Board/Hazel E. Lawler Children’s Center (also referred to as Early Intervention)

A child and family may receive early intervention supports and services if the child is: up to three years old and has certain levels of developmental delay, differences in development and/or a diagnosed condition. If eligible, an Individual Family Service Plan is written to include child and family routines, outcomes and services. Early intervention services are provided where the infant or toddler is (home, day care, grandparents’ home, store, playground, etc.) and are intended to support a family as they work to promote their child’s development and participation in every day routines and interests.

Part C early intervention builds upon and provides supports and resources to assist family members and caregivers to enhance children’s learning and development through everyday learning opportunities.
To enable young children to be active and successful participants during the early childhood years and in the future in a variety of settings – in their homes with their families; in child care, preschool or school programs; and in the community.

To enable families to provide care for their child and have the resources they need to participate in their own desired family and community activities.
Some early intervention services are at no cost to the family including: Eligibility determination and assessment to determine if a child is eligible for services; the development, review and evaluation of the Individualized Family Service Plan; and activities and communication by the service coordinator (Service Coordination.) All other early intervention services are subject to family fees. Families can contact their local Early Intervention office to discuss the cost of these services. No family is denied early intervention services based on inability to pay.

SERVICES

Every family of an eligible infant or toddler receives service coordination. In addition, early intervention services may include, but is not limited to those listed below.

-Developmental services

-Occupational therapy

-Physical therapy

-Speech-language pathology

-Other services, as identified by the IFSP team

CRITERIA

A child with a developmental delay or atypical (differences in) development that is not developing like other children his age,

the delay or difference can be in one or more of the following areas:

- Thinking, learning, and playing

- Moving, seeing, and hearing

- Understanding and using sounds, gestures and words

- Developing relationships

- Taking care of one's self, including eating and dressing


A child is eligible who has a diagnosed condition that will very likely cause a developmental delay. This includes, but is not limited to:

- Genetic disorders, such as Down syndrome

- Cleft lip and/or palate

- NICU stay of greater than or equal to 28 days

- Autism Spectrum Disorder

- Vision and/or hearing loss

-Developmental services

-Occupational therapy

-Physical therapy

-Speech-language pathology

-Other services, as identified by the IFSP team
